Just today I went out with a team to a large retail store to give away candy canes. When we approached the manager about getting permission we were told their insurance doesn't cover us doing anything in their parking lot. I hear this a lot these days. There is a fear of lawsuits among merchants. This is a simple fact of life while doing outreach in the 21st century. Instead of simply leaving we asked if we could serve the cashiers and other workers at the front of the store. They had no problem with that! We ended up connecting with a few dozen people as a result.

Try serving the servers around your neck of the woods. There is an openness to God's love if we can just persevere... and get a little creative!
